The DMV of New York is divided by 3 sections: New York city, Long Island (Suffolk and Nassau) and then the other Counties (Including Rockland and Westchester).

Learner’s permit: New York is one of the most demanding States when it comes to regulations for learners, it is mandatory that the vehicle counts with an extra break for the instructor, who can be a parent, legal guard or instructor from a driving School. It is not permitted to drive between 9pm and 5 am.

The same rule applies for Long Island. In the rest of the State it is allowed to drive between 5am and 9 pm if the minor is accompanied by an adult older than 21 years old, outside from his hours, the minor must be accompanied only by parents or legal guard.

If the minor holds a license class DJ or MJ, it is forbidden to drive around the 5 districts of New York city under any circumstance. The Youth Operation license (DJ or MJ class), allows you to drive with non companient only on the “Other Counties” between 5am and 9pm.

Between 9pm and 5am it is allowed to drive with no companion, only if it is for working purposes, School activities and the driver must be in possession of a valid certificate to prove where he or she is driving. It is allowed for the Junior License to drive around Nassau and Suffolk between 5am and 9pm with no supervision if he or she drives to/from work (The driver must have a work certificate).

There is a training course requirement for all minors interested in driving for all the School related purposes , farm work related, and other education programs. Junior drivers must not be found guilty of any infractions for 6 months previous to the driving exam, they must count with 50 hours of practise supervised by an adult, 15 hours of which must be driven in moderate - heavy traffic.

In New York it is not necessary to complete a driving training course, but all those aplicantes that don't count with a certificate of vial education must complete 5 hours of a”Pre license” training.

WHen the driver turns 17 years old, he or she can apply for a complete driver’s license presenting a Driver's certificate and if he or she counts with 50 hours of driving experience, 15 of which must be driven in heavy traffic. Otherway, the driver will be allowed to have this complete license when turning 18 years old. There is a restriction for those drivers who do not comply with the vial education training, all of them will not be allowed to drive after 12am.
